Rugby in Montenegro remains a small sport in a country where football, basketball, water polo, handball, and combat sports have much stronger roots. Montenegro has a serious sporting identity for its size, but rugby is not yet one of the games most people grow up watching or playing.

That gives the sport a developmental role. Rugby in Montenegro is less about mass participation and more about creating stable entry points. Sevens may be especially useful because it is easier to organize than full fifteens. A small player base can still support tournaments, short-format events, and development matches.

A Niche Sport With Room to Build

Rugby does not need to compete directly with Montenegro’s bigger sports to matter. Its best path is to become a durable niche: physical, social, and connected to wider European rugby.

The future depends on simple but important pieces: youth recruitment, women’s participation, coaching, referees, field access, and regular fixtures. If those pieces hold together, rugby in Montenegro can become more visible without needing to become mainstream.
